To assist with tribal consultation and coordination efforts, certain ADOT divisions, sections, groups and offices have designated personnel to work directly with tribal officials and staff on a regular basis. Contact information for ADOT tribal Liaisons and Coordinators are provided below.
ORGANIZATION
ADOT State Engineer’s Office (SEO)
The Native Nation Ambassador for Infrastructure Development works with Indigenous Nations in Arizona to build relationships and maintain communication on the status of projects through all phases of development including planning, design and construction. Additionally, the Ambassador works with the SEO and other internal groups to effectively communicate tribal needs, wants and concerns.

ADOT Multimodal Planning Division (MPD)
ADOT MPD Tribal Planners, who also work as ADOT department-wide tribal liaisons, provide planning support and inter-governmental coordination for ADOT's statewide and regional planning projects and programs as they impact tribal governments and communities. Special emphasis is placed on conducting coordination efforts to improve tribal participation in the statewide transportation planning and programming processes.
The MPD Tribal Liaisons have organized tribal land areas within Arizona into regions of responsibility to provide improved coverage and service (see maps). Requests for assistance should be sent to the designated Liaison as indicated in the listings by Tribe. The Liaisons also provide backup coordination assistance to one another, as needed.
NOTICE: The ADOT Tribal Transportation Program does not provide Non Emergency Medical Transport (NEMT) services for tribal community members. NEMT requests for Arizona Health Care Cost Containment System (AHCCCS) American Indian Health Plan members should be sent to the case management team via email at [email protected] or contact the AZ AHCCS Tribal Liaison see: https://www.azahcccs.gov/AmericanIndians/TribalRelations/triballiason.html. ADOT Infrastructure Delivery and Operations Division (IDO) Right of Way Group
The ADOT Right of Way Tribal Liaisons work with tribal transportation partnership steering committees plus associated task teams to address tribal transportation issues. As Right of Way project managers, these staff persons review project documents and plans and oversee acquisition of parcels needed by ADOT for highways throughout the State.

ADOT Environmental Planning (EP)
The EP Tribal Liaison and Cultural Resources Program Manager work with the ADOT Historic Preservation Coordinators and are responsible for ensuring that all necessary NEPA process and Section 106-related tribal consultations take place and that the tribal consultation process is in full federal and state compliance.
